2024 Draft Budget

At a public meeting on Thursday, April 25, 2024, Council adopted the Five-Year Financial Plan Bylaw 2024 and the Tax Rate Bylaw. The tax increase for 2024 is 7.93 per cent.

The City of Victoria's 2024-2028 Financial Plan is now available, informed by community input.

The community was invited to provide feedback on the 2024-2028 Draft Financial Plan (2024 Draft Budget) by participating in a Public Input Opportunity on Thursday, April 25 at 6:30 p.m. at Victoria City Hall or by tuning in to the live webcast.

What You Need to Know

Council considered a 7.93 per cent tax increase in 2024 to deliver the high-quality services and programs Victoria residents and businesses depend on. This year’s City Budget proposes to invest $336.4 million in operating and $153.3 million in capital improvements. To learn more:


How to Participate

Below are the ways the community could participate in the Public Input Opportunity on Thursday, April 25 at 6:30 p.m.:

  • Attend in person and address Council for up to five minutes in Council Chambers at Victoria City Hall.

  • Submit written comments:
    • Email: legislativeservices@victoria.ca
    • Mail: Legislative Services, 1 Centennial Square, Victoria, BC V8W 1P6
    • Drop off: to the Ambassador in the City Hall foyer (use entrance off Pandora Avenue)
    • Written comments must be received by noon on Thursday, April 25 and will form part of the meeting's agenda package

  • Submit a pre-recorded video:
    • Email: legislativeservices@victoria.ca for instructions on how to upload your video. You will be asked for your first and last name, the subject and your home address.
    • Your video must be:
      • Maximum five minutes in length
      • File formats: MP4 video, QuickTime Movie, M4A file
      • Received by 2 p.m. on Tuesday, April 23
      • Your video will be played during the public meeting

  • Pre-register to speak live via telephone
    • Email: legislativeservices@victoria.ca
    • You will have a maximum of five minutes to address Council
      • Register by 2 p.m. the day before the meeting (Wednesday, April 24)

Public Engagement
The City’s 2024 Draft Budget engagement took place from July 31 to September 27, 2023 and included a random Ipsos telephone interview survey with 700 City of Victoria residents with a series of focused, budget community conversations co-hosted with eight, equity-seeking organizations and close to 80 community members they serve.

The organizations were selected to provide diverse and varied perspectives from across the city and included Silver Threads Society, Victoria Native Friendship Centre, Inter-cultural Association of Greater Victoria, City of Victoria Youth Council, Action Committee of People with Disabilities, Aboriginal Coalition to End Homelessness, Peers Victoria Resources Society and Our Place Society.

Key findings from this two-prong approach were shared with City staff to help inform their draft department budgets that were presented to Council in the City’s 2024 Draft Budget.

Public engagement results also helped inform Council’s budget discussions that began in November 2023.
