How do I submit a proposal?
Submitting a project can be an exciting and empowering way for community members to put forward an idea for creating or enhancing a neighbourhood space which connects residents to themselves, nature or others.

Here are some important pieces of information and steps to take when considering a project submission:

  • Read the Proposal Guide. Every applicant must read this guide.
  • Looking for placemaking inspiration? Check out the City's Draft Placemaking Toolkit for ideas about small, medium and large projects and for ideas about materials you could use.
  • If you’re an individual, you’ll need to partner with a community organization. Your local neighbourhood association might be a good place to start.
  • Connect with volunteer Steering Committee members for proposal development support by emailing pbvictoria.outreach@gmail.com.
  • Consider how you can make your project accessible and welcoming.

Additionally, you can email City staff at engage@victoria.ca if you have questions about whether your proposal aligns with City policies or for assistance on submitting your proposal.


How we got here
Now in its fourth year, Participatory Budgeting gives residents the opportunity to apply for, promote and vote on a portion of the City’s budget for community-initiated projects. $50,000 is available to fund the top projects, as voted on by the community.


How can I vote for an eligible project?

Later this year, Victoria-area residents will have the opportunity to vote on eligible projects here.

    Thank you for your interest in submitting a proposal for this year's Participatory Budgeting initiative.

    The deadline to submit an application is Sunday, July 25. 

    Before you start your application please read the  Proposal Guide.

    To submit your proposal, please complete the simple Have Your Say registration process. This will allow you to save each completed page as you go. Until you submit, you can also go back and adjust your answers on previous pages.

    Please note that you will be asked to upload your completed Budget Form within this application survey.

    If you would like to review the application questions, before completing this online application, you can review the Print Version of the Application Form here. For applicants without computer access, printed Application Forms and Budget Forms will be accepted in person at City Hall, until 4 p.m. on Friday, July 23. Printed applications can also be mailed in and must be postmarked on or before Friday, July 23.
