Places & Spaces was a community engagement on the future of places and spaces in James Bay, Oaklands and the Jubilee, Fort Street and Oak Bay Avenue area. Participants' ideas are informing how each of these areas, which have not been through a recent local area planning process, can align with the 10-Year Official Community Plan (OCP) Update while keeping their own special charm.



Places & Spaces Online Ideas Showcase

The Online Ideas Showcase is now closed. This survey collected community feedback on draft urban design and policy directions developed in the Places & Spaces Ideas Workshops. This was an opportunity to view the workshop outcomes and share thoughts on proposed directions for James Bay, Oaklands and the Jubilee, Fort Street and Oak Bay Avenue area.




What's Happened So Far

Earlier this year, four workshops were hosted with urban designers, city planners and over 200 community members to come up with ideas for the future of James Bay, Oaklands and areas in Jubilee, Fort Street and Oak Bay Avenue. The workshops were followed by two in-person Ideas Showcase events in June to show the proposed concepts for each area and provide an opportunity for feedback.

Thank you to everyone who participated in the in-person workshops and Showcase and shared their vision for the future of these places and spaces in Victoria. If you missed the in-person events or have more to say on the proposed concepts, share your thoughts in the online Ideas Showcase!




One City. One Plan. 10-Year Official Community Plan Update

The City of Victoria is updating the Official Community Plan (OCP) for Victoria to meet the needs of our growing population and address the housing and climate crises. As part of the OCP update, the City will consider key directions from current neighbourhood plans to ensure each area of Victoria can grow and maintain it’s special charm while still aligning with OCP framework. James Bay, Oaklands and areas in Jubilee, Fort Street and Oak Bay Avenue are without recent neighbourhood plans. Your ideas are needed to help shape how each area can grow and change into the future.

* Burnside-Gorge, Fairfield, Fernwood, North Park, Hillside-Quadra and Victoria West have neighbourhood plans that were updated between 2012 and 2023. Visions, priorities and actions from these plans will be carried forward into the updated OCP or other citywide policy and regulation.
