What is the goal of this survey?

    The City is looking for direct, detailed information from strata councils and property managers to design a municipal service that meets the waste collection needs a of a variety of building types.

    Why is the City introducing this service? 

     The goals of this new collection program are to provide consistent, high-quality service to all Victoria residents, matching the standards already enjoyed by single-family homes, and to reduce landfill waste from apartments, condos and townhouses by up to 50 per cent.

    Who is impacted? 

    Service participation will be required from every multi-family building (apartments, condos, townhouses, fourplexes, etc.) in the City of Victoria with four or more units. While strata council representatives and property managers will be the City’s primary contacts for the delivery of this program, all residents in these types of buildings will be required to separate their materials according to the streams collected.

    What materials will be included in this new service? 

    The City’s collection program will include organics, recyclable containers (metal and plastic), paper products and general refuse. Options to include additional streams (e.g. refundable beverage containers and soft plastics) are also being explored.  

    What are the benefits to residents?  

     All residents will benefit from a service that is affordable, easy-to-use, responsive and streamlined. Staff are currently working with strata councils, property managers and non-profit organizations to make sure that this new service addresses issues persisting under the current model related to space, noise, traffic, parking and emissions while reducing the landfill disposal of organic and recyclable materials by up to 50 per cent through service design and dedicated educational support.

    How will this reduce waste? 

    The introduction of consistent waste collection bins, timely and efficient pick-up across all multi-family buildings in the community and dedicated educational staff that ensure materials are separated at the source will reduce the amount of organic and recyclable waste currently sent to the landfill by up to 50 per cent. As a City service, staff will have access to meaningful data and will be able to measure and report back on the true impact this new service will have on the community’s waste reduction goals.

    When will this service start? 

    Service planning is underway, and this new municipal service could launch as early as January 2026. 

    Will this new service cost more?  

    Focused engagement with strata councils and property managers is currently underway to ensure this new municipal program is cost competitive with current private sector contracts. 

    How will property managers be supported during the transition to a municipal service? 

    Dedicated customer service staff will be in place to support strata councils and property managers through both the initial transition and on an ongoing basis to ensure the City’s service meets the evolving needs of both residents and building managers.
